The 2003 Wreath Laying Ceremony was officiated by Monsignor E.J. Dillon of Holy Spirit Catholic Church, a member of the Hibernian Benevolent Society of Atlanta and a member of the Atlanta St. Patrick's Parade Committee. Pastors from the other churches saved by Fr. O' Reilly were also in attendance.

Also in attendance were the MAPES (Metropolitan Atlanta Police Emerald Society) Color Guard and a FESMA (Fire Emerald Society of Metro Atlanta) contingent with an honorary Fire Unit. MAPES member Atlanta Police Department Sgt. B.C. Williams played the pipes.

Officers and members of the Hibernian Benevolent Society were, as always, in attendance.

The 2003 Memorial took place at 1:00 pm, Friday, March 14, 2003.
